Hey Ultrainventor. Sorry for not seeing your post earlier (these forums are so inactive I didn't notice there were comments!) lemme address some of your issues ...
1: I know HTML, but not enough coding to make a good website.
2: I don't know how to set up a web page.
There's several comic-specific systems to make this easier for you. Comicpress is pretty popular, it's based around wordpress (a very popular blogging system) and used by some big comics out there. CtS uses its own system that I made myself, but I wouldn't recommend doing that unless you're a programmer

3: I hear it costs several hundred dollars to set up a website, money I don't have that I can spend.
There's many sites that host webcomics for free. CtS runs on a cheap host that costs me about $6 per month (so $72/year). A domain name costs another $12/year.

4: I don't have the attention span to spend long lengths of time drawing comics.
Ah yeah, that can be an issue. It takes a lot of work and devotion to get a comic out regularly, as you can probably tell from the big hiatuses CTS has been suffering. On average, each strip takes us between 5 and 10 hours to make.
5: I can't draw well anyway.
Can't help you there I'm afraid. I can't draw at all myself. I leave all that to Alien. I'm told practice makes perfect, but if not, try and find an artist to collaborate with like I did (I don't think marrying them is a requirement).
6: I don't trust website making websites or templates or shareware, etc.
There's good ones and there's bad ones. I wouldn't go for shareware myself when there's so many freeware ones around. The big cms systems tend to have pages with user contributed and reviewed templates.
