And if the wind is blowing that hard, why isn't the water fall effected?
No wind in that picture. It's a magical dress, which wave in the wind in the completely still air. Also used by mages on their capes, if they need to make an impression while casting spells standing on a hilltop.

Oh. Thats better explanation that the idea it's not wind but breath of that dragon. Also, the breath would have bad angle.
