Yeah he's much too young. The reason dragon's eyes are dangerous to look in is because they're so old and big. They've seen a lot, know a lot and thus mere mortals can drown in those eyes. It doesn't work too well with really old elves because there's not much eye to drown in there, but the powerful fey can certainly give you a look that would make you tremble.

That's forunate. Pixies can be powerful, but they don't have very large eyes or the attention span to cause anyone to "freeze". Let's just keep this a secret from pixies though, just in case.

Why he can't breathe fire was explained a while ago in Myrhad's flashback. He had successfully used fire for what appeared to be the first time just before he lost his parents. The block appears to be entirely psychological. As for flight, his proportions are currently those of a very immature animal, with short, stubby wings that are currently incapable of supporting him in flight. Wing to body size ratio is definitely much smaller than in the other dragons shown.
Pixies and mortgages don't mix either. Do you want to explain compound interest to a pixie?
